I have the honour to forward the enclosed copies of letters received from the Hongkong General Chamber of Commerod with regard to an alleged gun-running incident at

Swatow.

The enclosures in the Chamber's letter of the 14th. Hay are not forwarded as Your Excellency is doubtless in possession of all the information contained therein.

I shall be glad if you will be so good as to inform me of such steps as say have been taken in the matter.
